Tutorial goal:
I've noticed the lack of simple lessons to teach handling smoky effects, and thought I would share a very simple yet powerful and versatile effect. It has an endless number of great-looking uses, and should a lot of people.

step 1
First find the image you're going to use; I have used the spideton contest source.

Create a new layer on top, and then a layer mask for it. With the layer mask selected use filter-> Render->Clouds. To get an idea of what you want to do, use Clouds on the actual layer too, and look at that; then undo when you're done. Above are the temporary clouds on the new layer before I undo them.

If you undid it you should just see the original, and have the new layer selected. Use a "blurred" or "faded" brush like the one shown (i used white), and that's all you HAVE to do!

Following are a some of the countless applications for it, using tools of either the filter->distort or filter->blur menus. There are far more things you can do. Be sure to try changing both the layer and its mask-sometimes only one works, or they do different things! Experiment to your heart's content!

If you use a motion blur, it gives a hazy "glow" effect!
